Give max karma Scav’s white armbands. Shows they are good and does not break economy. Increase penalty for killing white armband scavs by 10% of their rep instead of .1 or whatever it currently is. You can do the same for bad scavs. Give them a red armband, and increase the reward for killing them if they attach you.

It needs to be more punishing. The amount of Scav Players and AI scavs I killed to get to the point of them auto shooting at me is up there. I spent 2 hours doing scav runs (including the cooldown timer) and came out with an ak and a few meds.
